Eloy is second only to the city of Maricopa (with a 29 percent population increase) within Pinal County.
At the end of 2006, Eloy City Council expanded its municipal planning area by more then 125 square miles: east of Highway 87 by four miles, south of Green Reservoir road two miles to Gardener Road, and west to Santa Cruz River in the Tohono O'odom Indian community. The current planning area is approx. 325 square miles.
